Measuring the Impact of a National Social Security Program

Context:


Social protection systems are essential pillars of stability and inclusion in any society. For one of our clients—a government agency responsible for labor market in the Middle East—understanding the true impact of its Developed Social Security Program became a strategic imperative. The program, designed to enhance the quality of life for low-income citizens and promote sustainable employment, had reached maturity, but lacked a robust framework to measure and evaluate its real-world impact, both economically and socially.


Strategic Gears was engaged to conduct a comprehensive impact study that would go beyond surface-level outcomes and uncover the deeper, human-centred effects of the program. The aim was not only to feed performance indicators into the Agency’s systems but also to assess the social return on investment (SROI), including non-monetary and psychological benefits.


Approach:


We began by designing and integrating a set of performance indicators tailored to the program’s goals. These KPIs tracked key dimensions such as beneficiary awareness of available services, motivation to seek employment, and the adequacy of support provided. This data helped create a structured foundation for measuring how effectively the program was empowering individuals and families.


To ensure objectivity and depth, we carried out a rigorous research study involving both beneficiaries and a control group. Using advanced statistical techniques and a multidimensional lens, we assessed the program’s impact across four key areas: economic well-being, social integration, health access, and educational outcomes. The methodology allowed us to isolate the program’s influence from external factors and identify meaningful behavioral shifts in spending, borrowing, healthcare access, and community involvement.


In addition to quantitative outcomes, we calculated the social return on investment, an often-overlooked metric that captures intangible gains. Drawing on global best practices in measuring subjective well-being, we quantified non-monetary services such as peace of mind, emotional security, and improved family dynamics—factors that directly affect the quality of life but are rarely captured in traditional economic evaluations.


The findings were translated into a set of strategic recommendations. These covered realistic program enhancements, proposed adjustments to service delivery, and offered various scenarios supported by sensitivity analysis to guide decision-makers in optimizing future phases.


Results:



The results of this engagement were transformative. The client gained a detailed understanding of beneficiary behavior and impact, supported by real data and robust analysis. With new evidence in hand, they were better equipped to shape public policy, improve program efficiency, and advocate for informed social investments. The project also laid the groundwork for building a unified, evidence-based performance monitoring system, ensuring long-term visibility into the outcomes of national social protection efforts.


Through this study, Strategic Gears helped elevate the social security program from a well-intentioned initiative to a measurable, strategically guided pillar of national development.
