In an increasingly digitized world, the energy sector faces growing pressure to modernize its technological backbone and adopt data-driven decision-making. For one of our clients—a leading institution in the energy domain in GCC—this transformation was urgent. Despite its sectoral influence, the organization was facing fragmented project execution, undefined governance structures, and a lack of cohesive IT and data-management policies.
Technology initiatives were being launched without strategic alignment, execution was inconsistent across departments, and oversight was minimal. There was no formalized framework to manage technical projects or ensure that IT and data efforts contributed to broader business objectives.
Strategic Gears was engaged to lead a comprehensive transformation effort—designing and delivering a unified IT and data-management strategy, an integrated operating model, and the organizational infrastructure needed to embed technology as a core enabler of value.
Approach:
We began with an extensive assessment of the client’s IT and data environment, identifying structural gaps, compliance risks, and misaligned technology investments. We then conducted benchmarking against global leaders in digital strategy and enterprise IT, extracting best practices in governance, operations, and analytics.

A key part of our solution was the establishment of a central entity designed to orchestrate IT initiatives and ensure architectural coherence across systems. We also led the restructuring of the IT Department, defining job descriptions, accountability frameworks, and interfaces with newly created units like the Data Center Office.
